Laurie A. Briggs, Founder & Proprietor

Laurie A. Briggs founded Briggs Law & Consulting, LLC in 2021 with the goal of putting her more than 30 years of insurance experience to work for clients in new and innovative ways.  

Drawing on her legal, consulting, and teaching experience, Laurie combines an in-depth understanding of insurance law and regulation with practical business acumen. Laurie has worked with insurers and agents in lines of business including life, property/casualty, and title.  Her experience includes helping insurers structure and obtain regulatory approvals for mergers, acquisitions, joint ventures, redomestications, inter-company transactions, new company formations, expansion applications, and corporate amendment applications. Laurie also advises insurers and agencies on a wide variety of legal and regulatory compliance matters, including those related to agent licensing and compensation.

Laurie has experience providing services to state insurance regulators. For example, she participated in the complex restructuring of two insurers in run-off, providing active oversight with respect to matters that included claims settlement practices, management compensation issues, and litigation strategy. Laurie also led a remediation program involving life and annuity replacements on behalf of a state regulator. She has participated in market conduct examinations, prepared examination reports relating to premium overcharge issues, provider agreements, and rating bureau practices, and analyzed and made recommendations to insurance regulators with respect to change of control and inter-company transactions.  

Laurie was a key consultant on a team that assisted the National Association of Insurance Commissioners (NAIC) with respect to captive insurance company reinsurance financial transactions.  That project led to the development of an NAIC Actuarial Guideline (AG 48), an amendment to an NAIC Model Law (the NAIC Credit for Reinsurance Model Law), and a new NAIC Model Regulation (the NAIC Term and Universal Life Insurance Reserve Financing Model Regulation).  

Laurie has extensive experience providing litigation consulting services to attorneys in connection with insurance-related litigation, including litigation involving universal life insurance cost of insurance, allegations of bad faith, agent and broker compensation issues, premium overcharges, captive insurance programs, and agent and company licensing issues.

Laurie is an adjunct professor at the University of Cincinnati College of Law, teaching an insurance law course entitled “Insurance Regulation, Policy, and Litigation.”   

Before launching Briggs Law & Consulting, LLC, Laurie was an insurance regulatory consultant for a nationally recognized consulting firm for 16 years and an attorney practicing corporate, insurance, and financial services law at several  Ohio-based law firms for 15 years.  

Laurie lives and works in the Clifton Neighborhood of Cincinnati, Ohio.  She is a co-founder, director, and officer of CliftonDeer.org, a nonprofit organization dedicated to promoting humane methods of deer population management and the ecological health of urban parks and communities.  Laurie also serves on the Board of Directors of the ACLU of Ohio Foundation, a civil liberties organization.
